Technical Explanation
5G PCF applied static, rule-based policies determined at the start of a session. Continuous PCF operates as a streaming intelligence agent: by ingesting real-time channel state forecasts, battery levels, application queue depths, and network congestion predictions, it continuously modulates QoS parameters, bitrate caps, and slice priorities on the fly to prevent buffer under-runs during critical tele-operation tasks.
