Technical Explanation
For periodic, fixed-size traffic like VoNR voice packets (arriving every 20 ms), sending a PDCCH grant for every single packet wastes control resources. Semi-Persistent Scheduling pre-configures periodic PDSCH resources via RRC and activates them with a single DCI scrambled by CS-RNTI.
