QoS Enforcement Rule
PFCP rule instructing the UPF to enforce bit rate limits (MBR/GBR) and mark QoS Flow Identifiers (QFI).
Technical Explanation
A QoS Enforcement Rule (QER) is programmed into the UPF by the SMF to enforce bandwidth ceilings and QoS marking. It specifies Maximum Bit Rate (MBR) and Guaranteed Bit Rate (GBR) for uplink and downlink, applies token bucket policing, and sets the QFI value in outgoing GTP-U headers.
