Usage Reporting Rule
PFCP rule instructing the UPF to meter packet data volume, duration, and events for billing and charging.
Technical Explanation
Usage Reporting Rules (URRs) program measurement triggers into the UPF. The UPF tracks total bytes transferred (uplink, downlink, combined) and session duration. When configured volume or time quotas are reached, the UPF sends a PFCP Usage Report to the SMF, which forwards records to the Charging Function (CHF).

- Meters transmitted byte volumes and session durations in user plane hardware
- Generates usage reports when allocated quotas or time thresholds expire
- Provides granular telemetry feeds for online and offline billing in CHF
