Technical Explanation
Operating inside the Service Management and Orchestration (SMO) framework on time scales greater than 1 second, the Non-RT RIC trains artificial intelligence models, defines declarative policies, and orchestrates long-term network efficiency. It hosts specialized rApps that analyze network-wide telemetry, optimize energy-saving policies across entire metropolitan grids, and feed guidance to Near-RT RICs via the standardized A1 interface.
