Technical Explanation
SIB2 carries common cell re-selection information including q-Hyst (hysteresis value for ranking), speed-dependent re-selection scaling factors (q-HystSF), and intra-frequency cell re-selection thresholds (q-RxLevMin, q-QualMin, s-IntraSearchP, s-IntraSearchQ, t-ReselectionNR).
