Information regarding intra-frequency neighboring cells for cell re-selection evaluation.
Technical Explanation
SIB3 provides neighbor cell lists for the serving carrier frequency, including intra-frequency blacklisted cells, intra-frequency whitelisted cells, and cell-specific re-selection offsets (q-OffsetCell) used to prioritize or deprioritize specific neighbor physical cell IDs (PCIs).
