Long PUCCH Format without OCC

Long 4-14 symbol PUCCH carrying large UCI payloads (>2 bits) across multiple PRBs without time-domain orthogonal cover code.

Technical Explanation

PUCCH Format 3 spans 4 to 14 symbols across multiple PRBs (e.g. 1 to 16 PRBs). It is designed for large UCI payloads (tens to hundreds of bits, such as Type II CSI or massive CA HARQ-ACK) using DFT-s-OFDM transform precoding and frequency hopping without multiplexing multiple UEs via OCC.
