Measurement event triggered when an SCell neighbor becomes an offset better than the serving SCell.
Technical Explanation
In Carrier Aggregation, Event A6 manages SCell mobility. It fires when a neighboring cell on the SCell frequency becomes an offset better than the active serving SCell. The gNodeB uses this to swap the secondary carrier to the stronger neighbor cell without affecting the primary PCell anchor.
