Dual-threshold event triggered when serving cell drops below Th1 and neighbor rises above Th2.
Technical Explanation
Event A5 requires two simultaneous conditions: (1) SpCell becomes worse than absolute threshold Th1, AND (2) neighbor cell becomes better than absolute threshold Th2. It is typically deployed as a critical handover trigger when moving toward coverage hole boundaries or un-synchronized carrier layers.

- Dual-threshold event ensuring serving is poor and neighbor is good
- Prevents handover from a healthy serving cell unless neighbor is robust
- Standard fallback handover trigger at macro cell borders
