Measurement Event B1
Inter-RAT measurement event triggered when an inter-RAT neighbor (e.g. LTE) rises above an absolute threshold.
Technical Explanation
Event B1 identifies when an inter-RAT candidate cell (typically 4G LTE or another RAT) becomes better than absolute threshold Thresh. It is utilized in standalone 5G networks for early preparation of EPS Fallback for voice or inter-RAT mobility steering.

- Triggered when inter-RAT neighbor (LTE) exceeds absolute threshold
- Used for inter-system traffic redirection and load balancing
- Prepares candidate target cells for voice call fallback
