Time-to-Trigger (TTT)
Measurement Time to Trigger
Time duration a measurement condition must be continuously satisfied before the UE transmits an event report.
Technical Explanation
Configured in ReportConfigNR (values 0ms to 5120ms, typically 100ms-320ms), TTT acts as a temporal low-pass filter. Even if a neighbor satisfies Event A3 conditions, the UE delays transmitting the measurement report until the condition holds continuously for TTT, suppressing false handover triggers from short fading spikes.

- Enforces continuous satisfaction of measurement conditions before reporting
- Filters out instantaneous RF fluctuations caused by Rayleigh fading
- Prevents unnecessary handovers and ping-pong transitions
