Allocation and Retention Priority
Priority parameter defining whether a QoS flow can be admitted or preempt other flows during congestion.
Technical Explanation
Allocation and Retention Priority (ARP) consists of: (1) Priority Level (1 to 15, where 1 is highest, reserved for emergency services), (2) Pre-emption Capability (flag indicating if this flow can seize resources from lower-priority flows), and (3) Pre-emption Vulnerability (flag indicating if this flow can be terminated).

- Determines bearer admission priority during severe cell congestion
- Specifies Pre-emption Capability to evict lower-priority sessions
- Specifies Pre-emption Vulnerability to protect emergency and mission-critical flows
