Technical Explanation
Unlike traditional voice or constant-bitrate data, XR video streams exhibit extreme bitrate volatility: when a user looks at a static wall, bitrate drops to 5 Mbps, but when turning into a crowded virtual room, the encoder bursts to 60 Mbps. Rel-18 VBR handling introduces adaptive headroom allocation, absorbing sudden bit bursts without buffer overflows.
