Technical Explanation
If Tracking Areas moved with satellite beams, millions of idle phones would transmit Tracking Area Updates (TAU) every few seconds, overwhelming the core network. Rel-18 anchors Tracking Area Codes to fixed geographic polygons on Earth: as satellites orbit overhead, they dynamically update their broadcast TACs to match the ground territory they illuminate.
