Directs mobile terminals onto adjacent cell towers during low-traffic periods, enabling the vacated base station tower to sleep completely.
Technical Explanation
Running three half-empty base station towers consumes nearly three times the power of running one fully-loaded tower. Rel-18 Energy-Aware Load Balancing coordinates handovers across neighboring sites via Xn signaling: UEs are migrated onto surrounding cells, allowing the center tower to shut down its transceivers into deep sleep mode.
