Technical Explanation
Rel-18 defines four hierarchical base station sleep states: Sleep Level 1 (micro-sleep, microsecond wake-up), Sleep Level 2 (light sleep, millisecond wake-up, PA off), Sleep Level 3 (deep sleep, hundred-millisecond wake-up, transceivers off), and Sleep Level 4 (hibernate, second-level wake-up, minimal standby power). The network chooses sleep levels based on forecasted idle duration.
