Technical Explanation
In standard 5G, UEs constantly scan neighboring cell towers to maintain seamless handover readiness. Because millions of smart meters and utility sensors are bolted to walls and never move, Rel-18 relaxes Radio Resource Management (RRM) rules: stationary devices cease neighbor cell measurements when serving cell RSRP exceeds thresholds, conserving battery.

- Deactivates neighboring cell search and signal measurements for stationary devices
- Uses internal signal variance metrics to confirm terminal stationary status
- Reduces radio wake-up time and battery drain during idle mode monitoring
- Increases battery autonomy for water, gas, and electric smart meters to 15 years
