Technical Explanation
Shutting down a base station must never create blind spots where emergency 911 calls fail. Rel-18 Coverage-Energy Trade-off algorithms mandate that before cell A sleeps, neighboring cells B and C dynamically increase transmit power and adjust electronic beam tilt, expanding their coverage footprint to seamlessly envelop the sleeping cell's geographic territory.
